Ehsaas scholarships

 Education beyond intermediate is one of the ways to overcome poverty. However, access to higher education is itself distributed very unevenly. For example, only 0.4% of the children from the lowest income quintile (from the relevant age cohort) are enrolled in higher education institutions, which is far below the national average of 10%. Ehsas scholarships aim to eliminate this source of unequal access.


According to the National Human Development Report 2017, Pakistan is one of the youngest country in the world. Realizing its demographic reality which has a population of around 220 million out of which more than half are of university age cohort, the priority of Government of Pakistan is to work on such programs which give drive to provide access to financially deserving and also encourages gender equity. The strategy is to create opportunities for a sizeable segment of youth to bring them under the net of higher education and create equal education opportunities for all.

How to apply for Kamyab Jawan Programme

All men and women of Pakistan with CNIC and age between 18 and 45 years can avail this opportunity.

Prime Minister Imran Khan today (Oct 17) launched "Kamyab Jawan Programme" for welfare of youth across the country. For the very first time in Pakistan, through the platform of PM Kamyab Jawan, the government has created opportunities to open the doors of socio-economic empowerment of youth.

All men and women of Pakistan with CNIC and age between 18 and 45 years can avail this opportunity. The loan tenure will be of eight-years with a grace period of one year.

Small enterprises both startups and existing business can avail the Prime Minister’s Kamyab Jawan Program and benefit from it.

The loan disbursed by the banks under the program will be between Rs. 100,000 to Rs. 5,000,000.

Nominated Banks

In the first instance, the following banks will execute the program:

National Bank of Pakistan (NBP), Bank of Punjab Bank of Khyber

Later on, other commercial banks will also be asked to participate in the program by SBP.

SBP CIRCULAR

The SBP has issued a circular for all Presidents/CEOs, of all banks. The SBP Circular with complete details as per SBP website is as under

Prime Minister’s Kamyab Jawan SME Lending Program

1. Small enterprises stimulate economic growth by providing employment opportunities, fostering innovation and reducing income inequalities. Lack of adequate financing facilities from formal sources is one of the key challenges faced by small enterprises and youth entrepreneurs. Government of Pakistan is cognizant of this situation and is fully committed to enabling youth to avail affordable financing from banks for establishing a new business or strengthening their existing business.

2. In order to provide self-employment opportunities to unemployed youth, Government of Pakistan is launching Prime Minister’s Kamyab Jawan SME Lending Program across the country. Government of Pakistan shall provide mark-up and credit loss subsidy on small business loans in the range of Rs. 100,000 to Rs. 5,000,000 disbursed by banks under the program. The key features of the Program as approved by the Prime Minister are reproduced below:

Eligibility Criteria

1. All men/women holding CNIC, aged between 21 and 45 years with entrepreneurial potential are eligible. For IT/ E-Commerce related businesses, the lower age limit will be 18 years.

2. Small enterprises (startups and existing businesses) as per definition of SBP and owned by youth as per above-mentioned age brackets are also eligible.

3. For IT/E-Commerce related businesses, at least matriculation and/or experience of at least six months.

Loan Size

Size of the loan is segregated into two tiers, as under:

Tier 1 (T1) loans- Rs 100,000 to Rs. 0.5 million

Tier 2 (T2) loans- Above Rs 0.5 million and up to Rs 5 million

Loan Type

Working capital loans and term loans

Loan Tenor

Up to 8 years with a maximum grace period of up to one year.

Debt to Equity Ratio

T1 loans- 90:10

T2 loans- 80: 20

The borrower’s contribution of equity would be in the form of cash or immovable property and will be required after approval of the loan.

Focus on Women

25% of the loans will go to women borrowers.

Security Requirements

Security arrangements will be as under:

T1 loans: Clean, however, only personal guarantee of the borrower

T2 loans: As per bank’s own credit policy

Risk Mitigation

The government will bear credit losses (principal portion only) on the disbursed portfolio of the banks as under:

T1 loans: Upto 50%

T2 loans: Upto 10%

Allocation in Budget

Finance Division shall allocate funds in each fiscal year’s budget as per estimates provided by SBP. Payment will be made on submission of consolidated claims of all the banks by the SBP.

Pricing

Pricing for Working Capital & Term Loans:

T1 loans: 6% p.a. fixed for the borrower. The government will pay the difference of the cost at KIBOR+500bps

T2 loans: 8% p.a. fixed for the borrower. The government will pay the difference of the cost at KIBOR+400bps

Executing Agency

In the first instance, National Bank of Pakistan (NBP), Bank of Punjab and Bank of Khyber will execute the program under the guidance and supervision of State Bank of Pakistan. Subsequently, SBP will also advise other commercial banks for participation in the program.

NBP will continue to play the lead role. NBP’s share in total disbursed loans will be up to 50%.

Sectors and Products

All sectors. Standardized schemes/ projects/ undertakings designed by SMEDA, or projects designed by private sector service providers or by individuals, themselves will also be admissible.

Application Form

The Form would be both in English and Urdu and require minimum essential information with a simple format.

The processing time will not exceed 15 days and will be stated clearly in the application form.

The forms would be readily available both in branches and through dedicated websites of the banks. A non-refundable form processing fee will be Rs. 100 (Rupee One Hundred Only).

Monitoring

SBP will publish consolidated information about the loans extended under this program for information of the public on a quarterly basis on its website.

Geographical Distribution

The whole of Pakistan. In case of Balochistan, at least one branch of NBP will be designated per Division. All non-designated NBP branches will also provide and receive filled application forms and dispatch them to the nearest branches.

Additional Measures

Executing Agencies (EAs) under this program should ensure the following additional measures:

Criteria for assessing entrepreneurial potential should be developed and implemented.

In case of loans for existing businesses, a robust independent verification mechanism may be introduced to ensure proper utilization of the loans. Further, for new businesses, a robust mechanism for ongoing monitoring of the loans’ utilization should be developed and implemented

A mechanism must be introduced to ensure that the prescribed debt-equity ratio has been maintained. Before disbursement of the loans, it should be ensured that the equity is deposited in the bank from the borrower’s own sources where the equity mechanism is in the form of cash.

3. The banks are advised to gear up their systems for successful implementation of this program and to avoid any misuse of the program.

4. Loan Application Forms will be available both in branches and through dedicated websites of National Bank of Pakistan, Bank of Punjab and Bank of Khyber. The standard loan application form is enclosed at Annexure-1. The banks are advised to mention their toll-free number in the loan application form for the facilitation of youth entrepreneurs. Eligible borrowers may apply for the loans immediately after the formal launch of the program by the Prime Minister.

5. The banks are also advised that with the launch of Prime Minister’s Kamyab SME Lending Program, Prime Minister’s Youth Business Loan (PMYBL) scheme would cease to exist.

The prime minister said that Quaid-e-Azam Muhammad Ali Jinnah urged to avoid corruption, adding that the country would only make progress when corruption is eliminated.

The objective of the Prime Minister’s Kamyab Jawan Program is to open up the self-employment opportunities for the people of Pakistan.

The President's PhD Scholarships UK offer an outstanding opportunity for potential PhD students.



2020-21 academic year

If you are a high performing undergraduate or Master's student and have a strong desire to undertake a PhD programme at a world-class research institution, you could be selected to receive full tuition fees and a generous stipend for a PhD place at Imperial College London. The President’s PhD Scholarships aims to provide up to 50 research students with great potential the opportunity to work within their chosen research field with the support of an excellent supervisor.

Opportunities for PhD funding via this scheme are extremely competitive, with higher than usual eligibility requirements. Applicants should be confident that they are able to demonstrate outstanding academic performance before applying for this scholarship scheme. Previous successful recipients of the scholarship have ranked highly in their class, often achieving grades of 85% or higher in their degree(s).

The earliest start date for funded places is 1 August 2020, the latest start date is 1 November 2020.

Funding

Successful candidates will receive the following financial support for up to 3.5 years:

· Full funding for tuition fees

· A stipend of £21,400 per annum to assist with living costs

· A consumables fund of £2,000 per annum for the first 3 years of study

· A programme of bespoke opportunities and events delivered by the Graduate School

Eligibility

1. Applications are accepted from talented candidates from Imperial College London, the UK and worldwide. There are no restrictions on nationality.

2. Candidates must be among the highest achievers in their undergraduate cohort, and in receipt of, or due to receive a first class UK degree or equivalent.

3. Candidates with a standalone Master’s qualification must have achieved a distinction or, where this has yet to have been achieved, be able to provide evidence of high performance that will lead to a distinction. They must also hold a first class UK undergraduate degree or equivalent (integrated Masters that form part of an undergraduate degree, e.g. MEng, MSci, M.Math, are assessed by Admissions as an undergraduate qualification when determining eligibility). Candidates with multiple standalone Master’s qualifications must have achieved a distinction in the one most relevant to their PhD study.

4. Candidates with degrees from overseas institutions are strongly urged to determine if their scores/grades are equivalent to the relevant eligibility criteria.

5. Prior to applying candidates must have made contact with a supervisor in an academic department at Imperial College London who has agreed to supervise their research project. Please note that supervisors are limited to supervise one scholar at any time. Please review the President's PhD Scholarships - Unavailable Supervisors page for more information. Please note: current registered Imperial PhD students are not eligible to be considered for a President's PhD Scholarship. The scheme is only open to new PhD applications.

How to apply

The scheme is open for 2020-21 scholarship applications.

There is not a specific scholarship application form. You should submit your application for admission to study at Imperial through our online admissions system and your department will put you forward for the scholarship based on academic merit and potential.

1. When prompted for a personal statement you must ensure that it consists of approx. 1000 words (maximum 2 pages) and outlines your academic and research achievements to date, explaining in brief your planned research project. The selection panel will not consider statements exceeding the 2-page limit. You may submit updated versions of this statement if required following application submission.

2. To be considered for the President's PhD Scholarship scheme, applicants must select this option in the funding section of the additional questions tab within the online application form.

3. You must also meet any additional application requirements stated by your department of choice.

Eligible candidates will be advanced to the next review and selection process; please see the deadlines below.

Review and selection

Applications will be reviewed by a two-stage process:

1. Candidates meeting or predicted to meet the eligibility requirements will be reviewed by the Department to which they have applied. Departments will select a shortlist of the very best candidates to present to the Imperial College Selection Panel for consideration.

2. The final decision will be made by the Imperial College Selection Panel. The members of the panel are the Vice-Provost (Research) and the Faculty Vice-Deans for Research. The Panel will consider shortlisted candidates from all Faculties. Scholarships will be awarded to the candidates who show the most potential.

Candidates are assessed by the Faculties and College Selection Panel against the following criteria:

1. Academic excellence - as demonstrated by past academic results and by transcripts, awards and distinctions. Candidates must be able to demonstrate that they are among the highest achievers in their undergraduate cohort, and in receipt of, or due to receive a first class UK degree or equivalent. Candidates with Master’s qualifications should have achieved a distinction or, where this has yet to be achieved, be able to provide evidence of high performance that will lead to a distinction. They should also hold a first class UK undergraduate degree or equivalent. Previous successful recipients of the scholarship have often achieved grades of 85% or higher in their degree(s).

2. Research Potential - as demonstrated by the candidate’s research experience to date, his/her interest in discovery, the research plan and its potential contribution as described in their personal statement and in the departmental justification.

3. Suitability of candidate - as demonstrated by the strength of references, support from the proposed supervisor, and performance at interview.

Successful candidates will receive written confirmation of their scholarship. Any offer of a PhD place will be conditional on final interview by the Department and (if applicable) on the candidate receiving the predicted qualifications.

Applicants not selected for the scholarship will automatically be considered for the PhD.

When should I expect a decision on my scholarship application?

Applications put forward for this scholarship scheme will be considered throughout the academic year.

· Applicants who apply before 8 November 2019 and are awarded a scholarship will be notified by 4 February 2020.

· Applicants who apply before 10 January 2020 and are awarded a scholarship will now be notified by 31 March 2020.

· Applicants who apply before 20 March 2020 and are awarded a scholarship will be notified by 29 May 2020
