Overview of the functions of the post
UNESCO Islamabad is seeking to hire a National Programme Officer (Education) to join the office in Islamabad and provide substantive inputs on programming several aspects of education, which will include, inter alia, teacher training, student assessment, curriculum and development of teaching-learning materials. The position entails frequent travelling to provinces and districts of Pakistan. Under the overall authority of the Director UNESCO, and immediate supervision of the Senior Programme Officer (Education), the incumbent will be involved in coordination, project planning, development, implementation and follow-up activities.
Within this broader context, the incumbent will perform the following duties:
Programme planning and management:
1. Participate in the conceptualization, planning, management and coordination of UNESCO education sector’s regular and extra-budgetary programmes and projects as per agreed work plans and performance milestones;
2. Provide solid contribution to UNESCO’s work on improving school learning environment through teachers training in child centered teaching methodologies, as well as education for sustainable development and global citizenship education as per target 4.7 of the SDG-4 agenda;
3. Coordinate with UNESCO’s culture, science and communication and information sectors to ensure cross sectoral integration and complementarities across all programmes and projects of education sector.
Technical Assistance and compliance:
4. Provides hands-on technical assistance and support to UNESCO’s work on teachers training, student assessment, curriculum and development of teaching and learning material in the on-going and new programmes and projects;
5. Ensure collaboration with relevant provincial and area government stakeholders and local implementing partners and provide technical feedback for smooth implementation of the programme activities;
6. Undertake field missions to the target areas to ensure compliance and quality assurance of training activities in accordance with the prescribed quality standards and performance benchmarks.
Knowledge management, partnership and resource mobilization:
7. Draft policy briefs, technical reports, success stories and other knowledge products, especially on contents and quality of education, to support knowledge generation and dissemination;
8. Participate in resource mobilization activities by developing concept notes and project proposals on the basis of situational analysis and needs assessment;
9. Carry out any other related activity as assigned.
Education
Advanced master degree in Education, Educational research or any other similar discipline from a recognized national or international university.
Work Experience
Minimum 2 years of relevant professional experience in the field of education, and/or education planning and management preferably with experience from educational programming and research.
Skills and competencies
b. Proven capacity to build and maintain effective partnerships inside and outside the organization;
Languages
Fluency in English, Urdu and preferably in other local languages.
Education
Advanced university degree (Maters/ PhD equivalent) in the field of education or related disciplines with advanced training in education planning and research, or teacher training.
Work Experience
Demonstrated experience in design, management and coordination of education plans and strategies at national level; practical experience in capacity development of teachers, student assessment, curriculum and preparation of teaching learning material.
Skills and competencies
Languages
Excellent English drafting and presentation skills and good understanding of other local languages.
Assessment
A written assessment will be used in the evaluation of candidates
